@all - Anyone looking at a new car in the next few months will likely run into higher prices. Stores that don't markup from MSRP will be holding the line or start marking up with second stickers. Stores that markup already will be far less likely to negotiate anything lower than MSRP. Consider yourselves warned.

A few examples of TEPCO's missteps:
finance.yahoo.com
-- For the first week after the tsunami, TEPCO radiation reports showed that hourly readings of airborne levels near the plant had were twice as high as recommended health levels. In fact, they had been off by one decimal point for dozens of readings for days. Radiation doses had actually exceeded the limit by 13 times.
-- When three TEPCO workers were hospitalized after wading into radioactive water, the company gave their condition only as "unknown." Days later, the hospital and government officials reported the workers' conditions -- but TEPCO still refused to say anything.
-- TEPCO officials said two of those workers were injured after they were issued ankle-high protective boots to walk into highly radioactive knee-high water. The company has yet to explain how that happened.
When pressed for details, TEPCO officials often simply don't answer. They say they will check, insist an answer would disclose personal information or say they don't know.
Also baffling has been the obvious lack of coordination between TEPCO and its main government regulator, the Nuclear and Industrial Safety Agency.
TEPCO and NISA give separate news conferences, often releasing conflicting information. At one point, NISA acknowledged the possibility of a partial meltdown in much stronger language than TEPCO officials, only to tone it down later.
Crisis management experts say it is critical to have a central crisis office to release consistent information to the public and the media to avoid raising fears and to coordinate information from the utility, government, regulators and local officials.
But in Japan, responsibility tends to be spread out, imperiling crisis management.
The 24-hour "media center" at TEPCO headquarters, with its crammed desks, disorganized handouts and lack of scheduled briefings, looks more like a sloppy classroom. Officials often give just a few minutes warning before they make announcements, sometimes long after midnight.
Adding to the uncertainty is TEPCO's troubled history of cover-ups and scandals.
The company has been repeatedly penalized by the government over the years for misbehavior that includes tampering with reports on plant safety.
Surrounded recently by worried reporters, TEPCO manager Hikaru Kuroda promised that the workers now tackling the crisis were fully in control.
"I may be losing my grip on things, but they aren't losing theirs," he said with a smile.

@Alaskan "Hydrogen gas forms explosive mixtures with air if it is 4–74% concentrated and with chlorine if it is 5–95% concentrated. The mixtures spontaneously explode by spark, heat or sunlight. @jim i would almost agree except two reasons..1) because of #1 knew what was going to happen and IF IF they had any way to monitor.. would have though that they would vent (even though thats not a good thing) before risking the further damage from the exploion.. 2) from looking at the building construction it appears the top three sections are made to relieve.. explode (outward) so as not to contain the explosion inward... some labs are built with blow out walls for this reason.. and they do work... but just conjector.... like every thing else with the TEPCO info

Hydrogen does need an ignition source to oxidize at normal temps and pressure. Also, the more air (O2) mixed with it, the bigger the explosion.

@Jim If you don't understand all the lingo, it means hydrogen gas is inflammable at room temperature and very low ones at that. The temperatures inside the buildings were very high at the time of the explosions.

@fitter I think the reason #3 was so damaged relative to #1 and #4 had to do with the hydrogen. The gas itself will not ignite; it needs a spark to set it off. Since a greater quantity of gas built up in #3 before the spark set it off, there was more hydrogen present. It is like the difference between a firecracker going off and a warehouse of firecrackers catching fire. Just bad luck that the gas built up to such a degree before it ignited.

@tenzing am working, later when i can print plant layout so i know what building i am looking at i will look further at video...BUT WITH THE PLOTIUM ISSUE if you look at the actual explosion
www.youtube.com (remeber scale - height of build vs exhaut risers vs explosion plume... )it would not surprise me if they did't loose the top of the reator then... any one in this field,,, comments??? also what are the readings saying as far as when they started.. how much??? WILL RETURN tonight, but does anyone have any thoughts on why that explosion was so so much greater than #1 ..and #1 went outward and #2 and or #4 still have roofs- outward explosion.. welcome any thoughts back on #3... just to high and to much force for me to think all was still OK... and where did the sfr pool go???? sorry so sloppy!!!

I think this lot have been doing a pretty good job of separating the sensation from the rational. In a way, it's been the spread of both that has defined the parameters and given the whole context.

Reply to all...if you are havng disturbing feelings and are feel you are bombarded with thoughts and images that you'd rather not have, then you need to consider a change for a while. I could not watch the videos of the tsuanmi raining death across the coast of japan, I had turn away for a time, I had to consider what I felt I could handle emotionally and mentally. The reactor crisis is not under human control at this point and there will be destruction, and there will be a way that this all becomes the past for us but this may not be the time that you want to be constantly bombarded with this.

It's not the superficial tissue wounds that kill you (unless a large percentage of your skin is affected, e.g. 3rd degree burned over 50% of your body). Acute radiation kills by inflaming deeper tissue, causing multiple organ failure, and overwhelming your body's immune system.

The EPA actually states in nuclear emergencies there is NO LIMIT to exposure, as long as workers know the risks. That's probably the case here; I highly doubt workers are sent home after 250 mSv.
by Jojo at 3/28/2011 6:30:14 PMdocument.write( LiveBlog.ConvertServerTimeToLocalTimeFriendlyString( "3/28/2011 6:30:14 PM" ) )12:30 PM yesterday

If there is a situation that the reactor cores do breach and become a "melt through" situation, I believe that because of the fact that the site is on a cliff area, that there is a chance that the cores could explode toward the water side of the site, rather than go straight down in the soil. That area has had a lot of sea water in the ground, which will provide explosions against a melting core. Those explosions will move the weaker soil, (the soil towards the cliff) and not the harder soil towards the land. Essentially, could have a core explosion and then eventually fall out into the ocean.

@Jojo I seriously question some of the "experts" in these interviews so I think its best to look at the news as its reported. Like I was saying last night TEPco is still in the stabilization phase and this will go on for awhile. The situation is bad but since they are continuing trying to stabilize the site they are working towards the best scenario of stabilization and finally dismantle.

@Hermine Yes, there has been a lot of talk about burns but apparently they never developed any. Beta radiation burns are different from heat burns. They're more like sunburns (UV)... the effects take a few days to show. That's one of the reasons they spent all this time under observation although none of them felt sick or had any visible injury.

At Chernobyl, many of the firefighters seemed fine after initial treatment, talking & joking, then were dead within a month. I believe they called it the "latent" period. I hope that's not the case here.

@Yuri Yes. At 1000 mSv/ hour, workers can only be in contact with that basement water for 15 minutes FOR THE ENTIRE YEAR before being PERMANENTLY sent home. My guess is that those safety limits are not being followed.

Here's what I dont understand. Radiation levels are becoming so high, arent many TEPCO workers getting their yearly maximum of radiation already? I know workers are being switched out, but I assume that many workers must be pulled out permanently. Could there be a problem of a lack of qualified nuclear workers as people pass their limits?

That's the whole "point" of a Sievert, it's a standard dose because they ALREADY TAKE INTO ACCOUNT the point of contact. Note that in tables they don't say 2-6 Sv (if you breathe it, or 1 if you drink the water, etc.). It's just 1 Sv = 1Sv, REGARDLESS OF EXPOSURE TYPE.
by Jojo at 3/28/2011 6:26:28 PMdocument.write( LiveBlog.ConvertServerTimeToLocalTimeFriendlyString( "3/28/2011 6:26:28 PM" ) )12:26 PM yesterday

@Sin That's right. Sieverts are a biological measure and it varies on which part of the body is exposed. That's why Bq's or Curies are a better way to express absolute radiation.

@Sin Exactly. They were just standing in the water, so their exposure was ONLY 2-6 Sv. If they went SWIMMING in it, exposure would have say 200 Sv (for example). They already took into account that they were standing in it to calculate their exposure.

We can bicker all we want about full body/partial exposure, but the fact is...given the high level of exposure to the feet...they are at incredible risk of getting metastatic melanoma with much more serious ramifications later on. It's bad no matter how you slice it. At least they might be able to live some semblance of a life!

I think the point that Jojo is trying to make is that radiation, and it was beta radiation they were exposed to, is energy, much like light. It emits for a certain radius. They water is just a vehicle holding in suspension particles of radiaoactive material. The radiation emitted enters the body uniformly in all directions depending upon the concentration of the radioactive material, that increases the amount of the energy emitted. Its not like it only effects the part of the body that was exposed, just how much it effects it. Correct me if I am wrong.
by Sin at 3/28/2011 6:23:16 PMdocument.write( LiveBlog.ConvertServerTimeToLocalTimeFriendlyString( "3/28/2011 6:23:16 PM" ) )12:23 PM yesterday

@Hermine According to latest Kyodo update they didn't sustain any burns. They were treated for potential beta emission burns but didn't sustain any. All 3 workers have been discharged from the hospital on the 27th.

@Hank Scorpio - correct - not directly designed for the purpose -- but it was discussed earlier [either here or on the Reuters blog] that in practice the basemat may be thick enough, especially if the floor of the containment can be flooded, and that even if the basemat concrete fully erodes, the Fukushima containments are build directly on bedrock. I note however, that I have not seen a reference for that.

There has got to be humor: We were having a discussion of these topics at our dinner table last night, and my very bright 14 year old son was making some very good points, and asking some very good questions.
Then he pointed out to me that until last week he would have thought that "boron" was the quantum unit of "boring", used to measure certain activities. "That lecture exposed us to a high flux of borons per hour"... :)

Say the level of contamination is 100000000 Bq/ kg. Well, if you ingest the water, you might get 200 Sv. If you stand in it, it might be 1 Sv. If you lie down in it, it might be 15 Sv. If you eat spinach with the same level, it might be 250 Sv. They take into account HOW it comes in contact with you to get a Sv.

@NHK It doesn't have to be a conspiracy. They washed and cleaned the rest for surface contamination. Boots hold water. There could be higher exposure in boots. I'm just saying that the other exposure is probably minimal enough by comparison it faded into background.

TYPE, YES - LOCATION NO. The Sv normalizes SOURCES (i.e. types) of radiation - not all aspects of exposure. It is different to be exposed to a dose of radiation to your hand or to your chest.

Again, they were standing in the water and they had contamination of 2-6 Sv. So... do you think it would have been only 2- 6 Sv if they DRANK THE WATER? So clearly they already took into account the method of exposure.

@NiDan There are different coefficients for those as well. There are individual coefficients FOR EACH ISOTOPE for: air inhalation, ingestion by food, ingestion by water, soil, and fallout/surface contamination. They already take into account the exposure to the body from each, which is why ingestion is orders of magnitude more deadly. Which is why when they say 2-6 Sv, THEY ALREADY TOOK INTO ACCOUNT their exposure type.

@sheilatoulouse I understand your stress. I've been spending a lot of time trying to figure out what is going on but I've found a lot more disinformation in some news channels, particularly CNN and NHK, that I've found discrepancies in TEPCO's reports. So I still trust the official reports more than the news head lines. I check the credibility of the reports comparing different statements from different sources. When they match then you know they're telling the truth - when they don't someone is making some mistake.

@Jojo - If radiation at the site grows, I do think the site will be evacuated. If so, I think they'll find a way to permanently vent the RPVs and the outer containment before leaving to prevent an explosive breach of the RPVs. As to the melt? It's hard to say. We have no idea what the contents of the outer containments are.

JoJo - the issue with soil contamination as I understand (again, no expert), is that it means people are likely to ingest contaminants in their food, water, air, etc. This is the real danger, because iodine gets stored in the thyroid, cesium can get stored in bone, etc... Then people are exposed over time, which is really bad.

Regarding TEPCO's Pu measurements...
Excerpt from:
Toxicological Profile For Plutionium, U.S. Department Of Health And Human Services, November 2010, page 176
www.atsdr.cdc.gov
Average plutonium concentrations in surface soil from fallout range from about 0.01 to 0.1 pCi/g (4x10-4 – 4x10-3 Bq/g) (DOE 2005a). Essentially all of the plutonium found in the surface of the Earth’s crust is a product of human activity occurring over the past 60 years (Ketterer and Szechenyi 2008).
The above cited range (4x10-4 to 4x10-3 Bq/g) are Bq/gram. Converted to Bq/kg the level is 4x10-1 to 4x10. I am not a scientist, but the math seems to suggest that TEPCO numbers reflect "natural" fallout values.

1 Sv = 1 Sv. The whole way they calculate 1Sv is to get the Bq / kg or Bq / L , look at the isotope, and then calculate the Sieverts BASED ON THE TYPE OF CONTACT. The coefficient for soil vs ingestion is MUUUUUUCH LOWER. If they have 1 Sv, it's 1 Sv. The type of contact is ALREADY FACTORED IN TO THIS.

2-6Sv to the toes, 2-6Sv to the leg, 2-6Sv to the chest, 2-6Sv to the head, 2-6Sv to the hand, totally different things, all bad but theres no way to predict exactly how much effect it will have to the individual. even if you got two people pretty much same attributes with pretty much the same exposure to the same radiation you may get very different effects. the predictions here are all statistics telling you "average effects".

@Karen Warren All righty then, I will go slightly off topic. I live in Maryland, and last July we experienced a 3.6 earthquake. Not big, but this is not an earthquake zone. This was the biggest quake recorded in this area. Prior to the quake, my creaky old house was rumbling and squeaking for a few hours. 90 minutes to the great Japan quake, I was in the bathroom and noticed a loud belch coming from the tub and it waved the shower curtain. 8-9 days ago, the rumbling and squeaking was so loud, I couldn't sleep. Now the nuclear plants on the east coast of the US are not adequately prepared for seismic events, I believe. I've been a tad jumpy about this.

This just does not make sense to me : Exposed workers okay
Three men exposed to high levels of radiation at the Fukushima Daiichi nuclear power plant have left the hospital with a clean bill of health.
The 3 workers left the National Institute of Radiological Sciences in Chiba Prefecture on Monday.
They had been receiving special medical treatment after having been exposed to radiation while installing power cables at the Number 3 reactor complex on Thursday.
Two of the men stood in radioactive water for about 2 hours. They were due to receive treatment for burns, but doctors at the institute found that this was not necessary.
The institute says the level of their exposure was up to 3,000 millisieverts, less than initially thought.
The 2 men reportedly show no symptoms of burns, and their internal organs were exposed to very low levels of radiation.
The institute says the third man also has no symptoms.
The 3 men will undergo checks at the institute in several days' time.
Doctor Fumiaki Nakayama of the institute says that even if the men do develop symptoms, they do not need treatment, and the symptoms will eventually disappear.

@Tenzing - continuing [I hit the enter key too soon]
As for the term "falsifiable": The principal feature about a scientific theory is that it is falsifiable -- that is, that it is physically possible to devise an experiment which could prove the theory false. Religion, spirituality [and some would say sociology and psychology] on the other hand have theories which are unfalsifiable -- that is, there is no way to construct an experiment which would disprove the theory. For example - if one theorizes the existence of an omniscient omnipresent deity, there is no way to construct an experiment to disprove this theory, as the hypothesized deity has infinite influence upon the outcome, and it can always be argued thus that the deity intentionally hides itself from provable existance.

@radioguy: As sad as it is, they don't know. People draw circles around themselves. They can't see beyond the immediate (and, maybe do not want to because it's just too hard to comprehend). When people are broken and suffering from loss, the circle is very small.

@Tenzing - don't get me wrong -- I don't want to censor anyone. Just trying to explain why the ineffable doesn't get much attention around here.
As for the purpose of science, I believe that it is to explain the working of the world around us. To make the unknown known, to make the hitherto inexplicable manifest, to turn mystery into useful fact.

@Markfm I get the same feeling. I don't see anything in Kyodo's report that might indicate any level of disclaiming. I think they're still not sure. I believe they actually feared a lot more Pu being traced in the soil... maybe this is not so bad news after all. We have to wait and see.

If Adamo (IAEA) is saying it's difficult to know what is the right thing to do and what is the wrong thing to do. Every time they try to control one aspect (heat, or emissios) they seem to ignore what the reactor is going to do with their solutions....(leak water, look for a way to release ) On the other hand they may need to start considering what's the lesser of two evils....like instead of trying to control by pumping the tunnel water into non existant containment on site ( with no plan B if that doesn't work) they could chose to transfer the radioactive water completely away to a mid point in the ocean instead of allowing it to release just off shore in fishing grounds. Nobody WANTS to release the material into the ocean...(except the reactor) but if they continue to believe they can keep every aspect of this undercontrol, iof they continue to believe they can protect every indivicual human in the area, well that's only wishful thinking. I think they need to back track to keeping the site workable, and if that means dumping then do it. The alternative is too great an impact locally. What's the alternative- a site too hot to work in? Large releases locally?

@all just a thought since Daiini is in the exclusion zone Tepco will eventually have to shut that down permanently as well. This too could be a logistical nightmare as it would likely take years and a lot of manpower and gear. By the time this disaster at Daichi is stable Tepco will be broke and gone, the GoJ will have to take it over, sooner rather than later could be a good thing.

Humanitarian Topic: @Joshua Diamond I was under the impression the basis of science was to investigate that which is nebulous, immeasurable, and unfalsifiable (?) for the purpose of creating a greater understanding of our internal and external environments to the point that what was once unknown becomes known. Furthermore this blog is titled Japan Earthquake LIVE not Everyone Focus on Engineering and Science Only. I think its wonderful that so many scientific minds are calculating the possibilities of what is taking place at Fukushima Plant No. 1 but I must make this point: To what end? How will the explorations and explanations of the hypotheses and theories presented here by the scientific minds truly assist in the crisis at Fukushima Plant No. 1 and why would they have greater value and censorship over other perspectives?

What I'm really trying to say is that there are many reasons people might be going back, som temporary, some permanent. Some who left treasured photos, heirlooms or whatever, and know they were still there might look at the situation, calculate the odds, protect themselves as best as possible and make one quick run in to retrieve some of it.

Plutonium metal is difficult to handle and store safely, because it is radioactive and "pyrophoric" meaning it oxidizes and can become very hot when exposed to air. It can ignite nearby flammable materials, causing fires that can result in plutonium exposure of workers and the public. In addition, workers must avoid storing more than a few pounds in close proximity to prevent runaway fission, an uncontrolled nuclear chain reaction. Such a reaction’s burst of energy, known as a "criticality event," would not become a nuclear explosion, but could release radiation very dangerous to nearby workers. Such an event can also result in uncontrolled releases of both plutonium and fission products to the environment.

@Meretisa - perhaps that is the case. But you know what? They have their own free will, and can make their own decisions. We don't have to agree with them, or even understand them.
What we must do, however, as ethical human beings, is make sure that they have enough accurate scientific information to be able to make an informed decision to return or not. And that, as I see it, is my primary purpose here.

@Markfm About the tracing of Pu, you've just hit the point. They have been monitoring the presence of Pu around the area with less sensitive detectors since day 1 and have found none. That's why they sent soil samples to get tested more thoroughly, since they suspect breaches on the containment vessel of at least one of the reactors. Now they must determine whether those traces of Pu actually come from the nuclear plant, and if so exactly where they're leaking from.

@Meretisa: I'll share something else with you noting that I am a very private person by nature. When the earthquake/tsunami hit, my mind was filled with thoughts of the reactors. My FB page testifies to it (I've been posting article daily along w/photos). We differ in our belief systems, but we are connected. For me, it's a biblically-based, spiritual gift called 'the gift of knowledge" similar to prophecy - meaning that I know about things that haven't manifested yet. This happened to one of them, hence, my reason for being here. Anyway, I thought that I would share this with 'you' and I'm glad that you are here. Please stick around.

@Meretisa I don't think anyone other than the people returning to their homes inside the evac zone themselves can answer the question of why they are returning. It is a question of sociology and psychology -- which are not exactly hard sciences.

I've been lurking since the Reuter's blog and haven't contributed largely because I didn't want to say anything without some nuclear qualifications...as my background is biology...but I felt like I needed to say something now. I find it reprehensible that NBC, and in particular, the Today Show, has been squashing this story. It was the lead story on GMA this morning and delegated to background on NBC. The Today Show is owned by GE and they provided reactors 1, 2, and 6 as well as 26 sister facilities in this country. Is this freedom of the press!? I'm incredibly concerned that GE and it's buddy Tepco will continue to spin this in their direction just for profit! I really hope not. Keep up the blogging. This has been my top choice for info!!

@Meretisa - point being that its not that we are ignoring you -- it is just that the question you ask is not answerable in any sort of scientific way.

@Markfm I thought there was the ability to test in minutes and hours not days?? Strange that they are unable to do it quicker- you'd think that they'd have the technology to do that- or provided by other places like USA.

inhalation of 40 nanograms (0.000000040 grams) of Pu 239 will bring the year# dose of radiation to a worker.

@Meretisa To each his own. Your experience is absolutely valid...but probably not understood by most people here that see it :).

@Bev I understand... it was relevant to the discussion going on. After that, it was shot down and asked to leave... then people were posting music videos, Glenn Beck videos, etc. and I felt like it was very hypicritical. I understand that this should be more about NEWS and nothing else, but my experience seems valid and others were speaking of similar things. I'm sorry.

Anyhow, if those samples were from back on 21 and 22 March, I would be curious to see what new samples from exactly the same locations show, since the pools of water hadn't been around then. See if there's a change in the past week. Hopefully they'll also manage to do analysis in less than a week -- trade a bit of sensitivity (how low a content they can pick up) for speed of turnaround.
