IEAE copied Greenpeace report the other day : IAEA reports high radiation outside exclusion zone
The International Atomic Energy Agency says radiation levels twice as high as its criterion for evacuation were detected in a village 40 kilometers from the troubled Fukushima Daiichi nuclear plant.
This is outside the 20 kilometer exclusion zone and the 20-to-30 kilometer alert zone where the Japanese government advises voluntary evacuation.
The nuclear watchdog reported the findings at a meeting of its members in Vienna on Wednesday.
The IAEA said its experts measured levels of Iodine 131 and Cesium 137 in soil around the plant between March 18th and 26th.
It said measurements in Iitate Village, 40 kilometers northwest of the Fukushima plant, was double the IAEA operational criteria for evacuation and that it has advised Japan to carefully assess the situation.
In Tokyo on Thursday, Japan's Chief Cabinet Secretary Yukio Edano told reporters that the government has been notified by the IAEA of its radiation findings.
Edano said the reported radiation levels in Iitate will not have an immediate impact on human health but could be harmful if exposed over a long period of time. He said the government will closely assess the long-term impact and take appropriate action.

@George Gibb - I have a suggestion for keeping the balance between being a news source and a social area. There are a number of good posters here who scour the news sites and post good links. If I were you, I would choose those people to have blogging rights. That way it would be like the Reuters blog where people could choose to turn off comments and only see blog posts. It would allow a coexistence and prevent alienation of those who are only here for news. :)

@ALL- one last comment before I (really) go to bed this time... we are here for various reasons... we have come together and some decided to try to take action- for various reasons... but we all know in our hearts that this will NOT change the situation. All we can do is this... if we end up some grass-roots laughingstock, fine- at least we are doing somethign with our energy and time. If not and we actually help at all, wonderful. My point is this... why begrudge us this small thing? I agree that you had a valid point and I'm sorry it got moderated with the inappropriate stuff. We are all human. Let's start treating each other better and stop the fussing. HUGS to all and to all a good night.

I agree that there were some off topic posts that should have been deleted, but among them was also Hank Scorpio's honest and respectful opinion about the letter. I share his opinion about the letter, therefore I feel it should not have been deleted. It was certainly not off topic nor inappropriate. It just didn't fit in with the opinions of the person that deleted it. But feel free to delete my opinion too to keep everything under control.

@Pedro - He deleted my comment because I criticized the letter harshly and called everyone (myself included) here voyeurs and rubberneckers (the truth). I don't think some here were happy with that assessment. That's the reason it was deleted, not because of anything offensive towards Japan.

@M "However, this forum indeed loses credibility for me when opinions that are not shared by a moderator are just deleted." It was not the case. George had to delete some inappropriate comments that were completely irrelevant to this blog's goal and some, somehow, offensive towards the Japanese culture and society. Things got out of hand and the moderator put an end to it. End of the story.

I haven't been following all your discussion over the last couple of days, but I think Hank Scorpio brought up a very good point and it should not have been deleted. @Pedro - don't confuse the reactor rods with those in the pools. I have been trying to figure how high the water gets in the pools, but no info at this time. (water is a shield for the radiation). But since they spray pool number 4 for only 2 hours at a time, i think they can get the level ABOVE the rods, whereas pool number 3 requires much longer spraying times (level not rising).

@marie - Yes, "Spraying resin on debris inside the plant could begin as early as Thursday, the government sources said. The operation would last for about two weeks, they said.
The plan involves using a remote-controlled robot to spray resin over about 80,000 square meters inside the 120,000-square-meter facility. The areas to be sprayed were contaminated by radiation from debris scattered by several hydrogen gas explosions in the days after the March 11 earthquake." I took inside the plant to mean inside the reactor.

@Pedro - when they can circulate the water, the cold water goes in and the warm water is removed - easier to maintain lower temps. So they spray until topped off, then repeat as needed.

Still, now that I think of it, if the resin is water-soluble, and they're going to pump it all over the place including into the reactor, does that mean they are going to stop spraying the reactors with water? Otherwise the stuff will all just run away.

@marie rich My non-expert opinion, I think they could have filled the pools already. Why don't they? MAYBE, because they might have confirmed that some of the spent fuel rods zirconium alloy casings have been compromised so they can't cover them with water. Does this make any sense?

Before I head off for bed, looked at the NIST report, it's showing pressure continuing to build in #1 reactor pressure vessel. It's now almost 600. According to what we could find out earlier, around the 700 area the vessel will breach. Hope for the best overnight !!!!

Since many people here are obviously interested in Japan's response to the earthquake, I can suggest a book titled "Sixty Seconds that will Change the World". Written a few years before the Kobe earthquake by a New Zealand geologist, it predicted the Japanese government response precisely. The only thing he got wrong was a prediction that the next big one would happen closer to Tokyo.

Thanks, James. Someone posted an article earlier today with somebody saying it was going to hit the water table any day now. My earlier understanding was that there was bedrock underneath Fukushima that would make this almost impossible. Obviously, that's not the case with a shallow water table. Nonetheless, I realize that this is (fortunately) not a high probability.

@Christine @Angie Here's a very good website that explains what happens if a molten core hits the water table. QUOTE: "What happens when a reactor core melts is the subject of conjecture and, perhaps fortunately, little actual experience.
Before the core of a nuclear reactor can melt, a number of severe accidents must already have happened. However, once the core melts, it will almost certainly destroy the contents of the reactor. If this brings it in contact with liquid water (for example, coolant or moderator), a steam explosion is likely. If air is available, any exposed flammable substances will probably burn fiercely. But the liquid nature of the molten core poses special problems.
In the worst case scenario, the molten reactor core could penetrate the containment vessel and hit ground water. The combination of molten radioactive material and water could cause an enormous steam explosion which would spread radioactive contamination over a large area. In addition, the ground water itself would likely be severely contaminated, and its flow could carry the contamination far afield.
In the best case scenario, the containment vessel would hold the molten material, limiting most of the damage to the reactor itself. This is what has happened in the majority of core melt incidents, where only part of the core melted.
It seems to be an open question to what extent a molten mass can remain critical as it melts its way down through a structure. It is possible that, as in the Chernobyl accident, the molten mass might mix with any material it melts, diluting itself down to a non-critical state. In the basement of the reactor at Chernobyl, a large "elephant foot" of congealed core material was found in which this process had occurred."

I just notice this was in the nisa report.... For two out of the three workers, the attachment of radioactive material on the skin of both legs was confirmed. As the two workers were
judged to have a possibility of beta ray burn, they were transferred to the
Fukushima Medical University Hospital, and after that, on March 25th,
all of the three workers arrived at the National Institute of Radiological
Sciences in the Chiba Prefecture. As the result of examination, the level
of exposure of their legs was estimated to be from 2 to 3 Sv.
The level of
exposure of both legs and internal did not require medical treatment, but
they decided to monitor the progress of all three workers in the hospital.
All the three workers have been discharged from the hospital around the
noon on 28 March.

Workers Give Glimpse of Japan’s Nuclear Crisis
By KEN BELSON
Published: March 30, 2011
www.nytimes.com "That was the scene at J-Village, 12 miles south of the plant, on the night of March 15. Hundreds of firefighters, Self-Defense Forces and workers from Tokyo Electric Power convened at the sports training center, arguing long and loudly about how best to restore cooling systems and prevent nuclear fuel from overheating. Complicating matters, a lack of phone service meant that they had little input from upper management.
“There were so many ideas, the meeting turned into a panic,” said one longtime Tokyo Electric veteran present that day.

now if you compare the fact that TMI had a fraction of the decay heat because it was only operated for 40 days or so before the accident.. as compared to fukushima who had a huge decay heat load to cool. one can see that.. fuel damage was most inevitable

After the overhead crane was declared operable, the reactor vessel’s head was unbolted and lifted away in July 1984. Then a much wider range of investigations became possible, as we have seen in Section 9. In December, when the upper grid structure was jacked up, a video camera was snaked down between the core former (the side wall of the core) and the inner wall of the reactor vessel. The camera could see large quantities of debris lying at the bottom of the vessel. By the spring of 1985, INEEL researchers were describing that debris as “slag-like.” And in July 1985, another of their cleverly designed long-handled tools grabbed a bit of material lying in the bottom of the vessel (ref. 16, p. 853). But the conclusion that the debris had gotten there in molten form—by pouring—was not yet drawn.

@Christine Completely agreed. When I was following Reuters, I looked at all posts, not just the official Reuters ones. The perspectives and knowledge of the people posting are what made it interesting, IMO.

I agree with other comments here...isn't this board for the news? I thought the other board was for the other project? I think that if the purpose of this page changes, then you are going to lose anyone following who originally was involved in the Reuters feed...just my opinion. Each passing day this is less and less about the people of Japan and more and more about fear and government conspiracies and there is already plenty of that on the net.

I'm going to go out on a limb with any credibility I have and say that as a lifelong astrologer--drawn into it while I was still in Organic Chem long ago by empirical study--I've been following this whole past 3 year implosion in the world around us with that in mind, as well. Timing is everything. The new moon on Sunday will find 6 planets in dry, hot, warlike Aries, including explosive Uranus, expansive Jupiter, and fiery Mars, along with the Sun, Moon and Mercury. Cool and wet doesn't stand a chance. They should watch out for unexpected turns. Just a comment for those with any interest in such things. </woowoo off>

Radioactive chlorine has a half-life of 37 minutes, according to the report. "

From the Bloomberg article: Nuclear experts call these reactions "localized criticality," which will increase radiation and hamper the ability to shut down the plant. The reactions consist of a burst of heat, radiation and sometimes an "ethereal blue flash," --This description aptly describes the 1999 Tokaimura nuclear fuel debacle (Tokaimura is between Tokyo & Fukushima). The processing facility was making specialty fuel rods for a research reactor. The workers were instructed to bypass multimillion dollar machinery and hand mix the fuel components. To wit: the workers were pouring ~17% enriched uranium from an ordinary steel pail into a heavily insulated mixing vessel containing a solution chemically similar to jet fuel. The resulting flash event sent radiation out over a very broad area (instantly, that is-- no time for evacuation, instantly). Criticality --with much lower radiation-- continued for most of a day until authorities finally doused the reaction with a large quantity of boron. It was that initial flash that doomed the workers and poisoned the local population.

The Safety In Nuclear Power Amendment: All members of the board and all executives of a nuclear power company are required to respond to the site of any nuclear accident which occurs on a property the company is responsible for. They will stay at the site until every single bit is cleaned up, doing whatever work they can. They will expose themselves to as much radiation as the highest exposed worker. They will do this under the penalty of death.

www3.nhk.or.jp Part of this article talking about the use of a resin to prevent spead of contamination reads "The Tokyo Electric Power Company will begin sprinkling synthetic resin in certain places from Thursday. The resin is water-soluble and it is hoped that it will contain the contaminated dust." If they truly mean it is water soluble, how could it be used to help keep contaminants from being washed into the ocean?

"To reestablish a cooling system, TEPCO may use robots or have to employ so-called "jumpers".
Jumpers are people who rush into a highly radioactive area, do one job, and then jump out within minutes. Some in the industry even refer to them as "gamma sponges" or "glow boys" because they can absorb a year's worth of radiation in those few minutes."

Nuclear experts call these reactions "localized criticality," which will increase radiation and hamper the ability to shut down the plant. The reactions consist of a burst of heat, radiation and sometimes an "ethereal blue flash," according to the U.S. Energy Department’s Los Alamos National Laboratory web site. Twenty-one workers have been killed by "criticality accidents" since 1945, the site said.
Radioactive chlorine found March 25 in the Unit 1 turbine building suggests chain reactions continued after the reactor shut down, physicist Ferenc Dalnoki-Veress of the James Martin Center for Nonproliferation Studies in Monterey, California, wrote in a March 28 paper. Radioactive chlorine has a half-life of 37 minutes, according to the report. PERHAPS THIS WAS THE NEUTRON BEAM

from the article I found this interesting "Nuclear experts call these reactions "localized criticality," which will increase radiation and hamper the ability to shut down the plant. The reactions consist of a burst of heat, radiation and sometimes an "ethereal blue flash," "
People were discussing the blue halo on the TEPCO cam pictures at night and twilight. I wonder what it would take to be visible outside the building?
