I've been thinking (yes I know - can be dangerous) - just as Chernobyl did not have a major effect on Kiev it would seem that the weather gods have been kind here too and spared Tokyo major contamination but the total fallout here is fast catching up with Chernobyl, is there anything that indicates this is less than Chernobyl?

@Bev: Absolutely, hence, the dance aka the Texas Two Step. It's all coming down to a liability issue, unfortunately. Weird, but I read with me own eye on wikipedia that a 'source' said that PM Kan 'ordered' the spraying of salt water. (Personal aside: I was married to a litigation attorney, hence, my current thinking). NYT mentioned in an article that the a spokesperson from the GofJ 'dodged' a question. All of a suddden, Kan, is reliant on it nuclear agencies for advice, upgrades, etc. Contamination aside, I'd love to be a 'bug on the wall' as these 'private discussions' continue.

Bev do you have measurement other then from the main gate? That is all i have and I do not think it would show fission, as it is blocked from the piles. On Neutrons that is.

Someone asked how long TEPCO and GOJ have known about the breach. In my estimation, since the 13th when the neutron flux was measured. Neutron radiation is a product of fission. There was no plausible explanation for fission to be occurring outside the RPV's. For it to be measured meant that both the RPV and CV's were compromised. They may not have known which unit created it, but they knew at least one was breached.

[OPINION] I lived in Japan long enough to garner many Japanese relatives. The public there has been acutely suspicious of politicians, militarists, bureaucrats & TEPCO for several decades. There is surprisingly little internal obedience to a national ideology --much less than in the USA-- however there is an extraordinary amount of pragmatic obedience to the social contract. The Japanese public is extremely worried right now but the social directive is "do not sow panic". Cultural cohesion allows the Japanese people to self-govern as a cooperative whole even as they are regularly disturbed & disappointed by the inadequacies of government & corporate leaders. Japan is almost entirely run by middle managers at work & family matriarchs at home. A consensus-oriented, highly reflective society will have a lot of difficulty making the decision to evacuate Sendai (1MM) let alone Tokyo, however, if it became necessary, they would figure out a way to do it . . .

@Andy: Workers are not allowed in turbine rooms of all 3 reactors as far as I know. I don;t think any spraying is going on since radioactive levels are much higher

@alaskan They said workers had a dose rate of 170-180msv, and said what the surface of the water was - I thought 400msv, but at the time remember thinking it didn't make sense. should have been in bequrels, I thought. anybody remember link?

@Marie --normal for cooling water or normal for background? The workers were exposed to 2-6 Sv total. Water now coming from reactor #2 is 1 Sv/hr.

When it comes to this situation, there are no experts, only informed speculation, because we have no precedence. Chernobyl was entirely different with a realm of problems wholly unlike these.

@NHK listener @Ralph I read somehwere that pipes are damaged and these pipes need to be custom-made. Not sure where. They will still have to go to turbine building to fix them. with current radiation levels only kamikaze will dare to venture into turbine buildings.

how can TEPCO solve this problem? the pipes that supply fresh water to reactor 1,2 and 3 have gone bad. It will take at least 10 days for new pipes to come. These pipes have to be fixed in tubrine building. Workers who went to R#3 reactor building were injured. R#2 and R#1 turbine buildings have high amount of radioactive water. What can tepco do now? workes cannot spray water because of high level of radioactivity? I am trying to find a silver lining here.

The level of contamination is about 1,000 times that of the leaked water already found in the basements of the Number 1 and 3 reactor turbine buildings.

These substances are emitted during nuclear fission inside a reactor core.
The company says the extremely contaminated water may stem from a damaged reactor core, and are trying to determine how the leakage occurred.
University of Tokyo graduate school professor Naoto Sekimura says the leak may come from the suppression chamber of the Number 2 reactor, which is known to be damaged. The chamber is designed to contain overflows of radioactive substances from the reactor.

@world radioman. Do you not buy the source in the nyt article. The nature and choice of words of the source and the specificity was quite surprising. I'm inclined to believe there is a long rupture in at least one of the primary containment vessels. The spent fuel in the very same reactors is another additional problem.

@Optim: The surrounding area is decimated. We do not know the end result yet, but the area could be considered uninhabitable for a long time. It's a corporation. Don't forget that very important fact. I'll have to take a look, but there is another corporation that has pledged to help TEPCO. It had to deal with a 'favor' because TEPCO came to its assist. It's a cultural thing. If TEPCO goes Bk, it will go into receivership meaning that its asset will be sold. I'll check and post the link.

@Karen..Not a write-off if you consider reactor #5 and #6. Also no. 4. They put water only in spent fuel chamber over there. Also, I believe there is a reactor #7 somewhere in the same facility. TEPCO has to have a financial reason for not taking more drastic steps. Otherwise their liability will kill them.

Like BP, if a nuke would fix the problem, they would use it. But there is no easy solution. They wrote off the plants the minute they injected seawater. unlike the speculation that BP was trying to save the well , they did the right thing and wrote it off for safety. The mistakes were made years ago.

I Agree that Japanese now have now lost faith in their government's honesty but it's a culture thing. Also, it's human to believe and have hope. So, I think the Japanese will want to believe that the sky is not falling. After they are the only nation in history to have survived and rebuilt after nuclear weapons. Anyway, an evacuation of Tokyo will not happen because it can be achieved from a practical standpoint. And, no I'm not currently in Tokyo but have spent a lot of time there over the decades, over 20-30 trips and lots of understanding of Japanese culture and negotiations. I do believe that this a slow train wreck and at least 2 of the reactor cores have melted substantially, there is fission going on, though not continuous, and at one reactor primary containment has very significant damage. All this, from piecing together info from various sources.

IS TEPCo thinking in terms of salvaging reactor #5 and 6? That is thy they don;t want to sandbox reactors 1,2,3,4. If they do, reactors 5 and 6 somehow will not be able to function for next 3-4 years and that means loss of revenue. So TEPCO is hoping for a miracle and the more it waits more problematic situation might become. In current circumstances why is tepco not going to plan B?

I should also note, that the Geiger counter I am using is one of the 1960's civil defense ones. However it is calibrated. And I just checked again. Vegas is sitting at 9 cmp.

For a reference the Chernobyl "zone of alienation" (immediate evacuation) was set at 40 Curies per square kilometer !!! Believe me they will find and ongoing criticality in that water which supports Michael Allen's assertion that #2 containment vessel was substantially breached by the steam explosion 14th March. If you accept this line of reasoning I ask at what stage did TEPCO / Japanese Govt know of the breach?

I know. That's what I thought. So maybe I'm missing something in the reporting? I think there is serious confusion about measurements, and I'm starting to remember a pattern. Remember on the BP disaster, how they kept constantly mixing gallons and barrels, while changing the seriousness. It's almost starting to look like a defense mechanism.

From all indications, the CV has been breached for some time. Possibly since the 11th. Even with the breached CV, it's unlikely to pose an immediate danger to Tokyo. Depending on the watershed, drinking water contamination is the most immediate danger. And there are means,albeit expensive, to remove contaminants from drinking water. In my opinion, what we are seeing here is just confirmation of what has been suspected for some time. No time to panic, time to research plan B, which I hope is already well into the planning stages.

Delay was due to testing of new data analysis chain script that will make posting results more efficient. We have observed a sharp up-tick in Cs-137 levels from around 0.2 Bg/L to 0.55 Bq/L. I-131 had a sharp rise on 3/23 of I-131 concentration from 6 Bq/L to 20 Bq/L. I-131 levels returned to 6 Bq/L on 3/24. Reasons for the I-131 spike is still unknown. Te-132 and I-132 levels remain relatively constant.

Folks, may I suggest we not ahead of ourselves by invoking a Tokyo evacuation. I believe the Govt and Tepco are not leveling with the public for obvious reasons. A believing public and assumed honesty in Japanese culture, overall all else. Plus the public will believe because they need hope. But, I still doubt any potential evacuation is even possible. To where and how?

Did they add the heavy duty venting recommended by GE to replace the ductwork venting? Did they do that and the heavy venting was broken by the quake. These things would lead to the hydrogen buildup.

Ralph: There is a reason that it's not being escalated. It has to do with evacuation. The reason that the GoJ sticks with its story is two fold: 1st has to do with liability. It's reliant on its agencies. 2nd: has to do with the magnitude of an evacuation. If it increase the area to the US recommendation, Tokyo is included. Enuf said.
